One of the most heavily promoted services on the Internet today are offers for Visas and MasterCards, in particular, secured Visas and MasterCards. In short, secured credit cards are cards backed by a deposit you make with the issuing bank which then becomes your line of credit. These offers usually target those with less than perfect credit who want to reestablish their credit, or those with no credit who want to establish a history of on time payments.

What most people don't know, these offers are usually made by the promoters of secured credit cards, not the credit card issuers themselves. And since there are costs involved in promoting, you usually have to pay a fee to get a list of banks that offer these cards, or for an application to fill out which is then forward to the issuing bank. Often times, you end up paying two fees: one to the promoter and another to the bank itself.
